What does equal share CPU mean?

What does equal share CPU mean? Does it mean that all plans on a server get the same CPU regardless of memory, disk , or bandwidth allocation?

The VPS gets to share any available CPU above their allocated CPU resources, if available. It's a bit of a misnomer as the share is actually weighted - a Power-2 VPS will get a larger share that a Power-1. But they all get to burst and share available CPU resources.
