I've been thinking about moving from my current host for a while now, some downtime, not happy with the performance, for what they advertise I don't see how I can be running that slowly. So I'm researching. :)
First up a guestimation - I'm looking at the cpanel-1 package, at the moment, I'm getting about 15000 page views to near static pages (they are php but they're just using include to pull bits of the page in) a day, I've also got some forums (phpBB) that have may be 10-20 people browsing. I'm not that heavy on bandwidth may be 40-50 gigs a month.
How would you think this would perform on 1? Anybody else got a similiar setup hosted?
I see there's an offer for an extra 100GB a month and RVSkins, if I was to upgrade to a 2 package later would these carry over too? I assume moving to Cpanel-2 from 1 would be pretty straight forward?
What tools are used to determine bandwidth? On my current host I'm using bandmin which is how they're measuring, a lot of stat programs obviously can vary depending on what they measure.
What's the oomguarpages and privvmpages sizes like, my current host has these a bit on the small size (48000 and 128000) in my opinion, I often run over these, they advertise as 512MB of RAM (they don't mention if that's the minimum or burstable).
Setting up, are things verified over the phone first? I'm in the UK and do work pretty weird hours so I can be hard to track down at times!

It's best if you want solid and quick responses to presales questions to email the staff . . . they'll get back to you quickly although they don't necessarily monitor the board.
I have a similar usage as you expressed and the cpanel-1 plan is working just fine. I'm about out of disk space, but that's another issue.
oomguarpages: soft-65,563; hard-2 billion
privvmpages: soft-263.600; hard-292,900
The balance of the questions really requires "official" comments.

That sounds like it should not be a problem at all. :) There are several "tweeks" that can be made to a VPS after it's released, such as optimizing mySQL, installing a program like eacellerator to help reducing the load caused by PHP, etc. But with the stats you've given, I don't think it should be hard on the server at all.
We can never GUARANTEE you won't have issues (it all depends on the scripts themselves, if your server gets absolutely flooded with mail/ftp requests, etc), but in most cases, the stats above should be fine.

Moving among the different plans is generally a very fast and painless process. 99% of the time, we can just increase your limits on the fly to add the extra capasity. In the off chance that your VPS is on a hardware node that we could not guarantee our promise of memory, etc... we'd migrate you to a different hardware node. This generally would result in 2 quick reboots of your server as the data is sync'ed on the fly to the new node (the 2nd reboot is so the sync can regrab anything different since the transfer started).
What tools are used to determine bandwidth? On my current host I'm using bandmin which is how they're measuring, a lot of stat programs obviously can vary depending on what they measure. Virtuozzo has built-in tools that monitors the bandwidth useage of each VPS. We use this information for determining bandwidth useage. You can login to your PowerPanel at anytime to see your exact bandwidth useage.

Your PRIMARY memory limit is your privvmpages limit. The numbers given above look correct for memory on a Power-1. The oomguarpages limit is guaranteed amount of memory for the case the memory is "over-booked". Generally we never really even use this limit since we're very careful about placing too many accounts on a server and overloading our nodes.
As our website (http://www.powervps.com/cpanel-vps.php) says, we GUARANTEE 256 MB of ram for your VPS. You can burst upto 1 GB of ram. The burst ram is the free ram that is open for the rest of the server. It's not guaranteed to always be be available, that's why it's burst.
