If I want to setup reseller accounts on my vps, do I need to get additional IPs?

I don't think so, unless they require private nameservers or SSL, in which case, you'll need to purchase more in block of 4IPs @ $4/month.

You don't need more IPs to setup resellers, however, you do need them if you want to give them dedicated nameservers (not sharing the ones you currently have).
