Within cPanel, there is a stat page which will show you the consumed bandwidth. Above this, it states that not all bandwidth is measured, and you should use an alternate method for collecting bandwidth usage. VZPP will allow you to monitor total bandwidth usage.
You can access VZPP at https://youripaddress:4643 using root as the username and your root password -- extended characters (!£$%&* etc), and passwords over 14 chars will stop you from accessing the VZPP.
The reasons to totally distrust the WHM bandwidth stats are as follows:

UPCP runs nightly - this is not counted.
When you run an Apache Upgrade; this is not counted.
SSH/SCP usage isn't counted.
Accounts you add outside of cpanel - i.e. manually editing httpd.conf - are not counted.
RVskin updates are not counted.
Connecting to mysql over port 3306 is not counted.
Using wget isn't counted -- this includes downloading fantastico updates.
Using lynx isn't counted
Shoutcast services aren't counted.
rsync isn't counted (both client and server)
Outbound ftp isn't counted (to clarify - connecting to another ftp server from the shell and putting/getting files)

Hopefully, the rest of my colleagues will add to this list until we can get a fairly definitive version of what is and isn't counted in our experience.
