I know this has to be the dumbest question(I should know this ), but is Monthly Transfer the same as Bandwidth usage?

yep, it's the same
Actually many hosts use the term "Bandwidth" incorrectly...Bandwidth means Xmbits or Xkbits. It does not mean XGB/month, that is really supposed to be transfer.

It includes all traffic, both inbound and outbound.

Thank you all so much, my assumptions were right, I was so use to seeing hosting companies saying 20gb of bandwidth but now there saying 20gb of Monthly Transfer. Thanks for the clarification.

When windows VPS come out of BETA, you will be eligable for whatever special we have at the time, and it very well could include additional bandwidth.
