On your acceptable use policy page I have a question
regarding question #21

"21. P2P File Sharing
Nothing such as Kazza or any P2P system may be used on
any of our services. Provision of such services will
result in instant termination of your account without
refund."

I'm curious if you allow the use of Bittorrent file
sharing on your service or if that falls under the P2P
restriction? I have an original work I'd like to
distribute over the internet in conjunction with hosting a VPS
with the file. Thanks for your time.

If you own the files being distributed through the torrent(s) then I think it should be okay. Someone from PowerVPS will clarify soon.

IF you hold ownership rights to the work, etc then this should not be a problem. Please make sure you have proof of ownership of the content or legal rights for distribution.

Just FYI, we've been down this path before with people running Torrents hosting illegal software, and got into the "well technically it isn't on my VPS" nonsense - which we don't play around with and turned that customer down immediately.
