Is this offer still good? And is it automatically added? When I reach the PowerVPS Order Wizard page it asks me if I want to have RVSkins. It also requests a coupon... is there a coupon for this sale?

I believe rvskins is if you order it. But if not, just ask for it to be added, like you'll need to do for the additional bandwidth.

No coupon needed right now - you'll see adding rvskins does not increase the cost.
